Pokémon TCG: Sword and Shield—Brilliant Stars

deck and cover ko question

You would replace your active first. The person who will have the next turn always replaces first.

NOTE: The first time I read through this I was assuming that Accelgor KO'd itself, but in re-reading the attack I now realize that it is shuffled into the deck as part of the attack effects.

It doesn't change the answer, but since KO's aren't resolved until after all attack effects have been completed, you would have to replace your active before the Defending Pokemon is even KO'd.

We shouldn't answer these things on a Friday afternoon apparently. Now that I have reread the question and Pop's answer, I do have the order wrong. Your opponent is using Deck and Cover, which as Pop says is an attack effect. The attack effect happens during the attack before the KO check, and since you must always have an active Pokemon, Accelgor gets replaced. Then the KOs are checked, and the KO'd Pokemon is replaced.
