Deck Position Rules?

I attended my first State Championship yesterday and encountered something a bit odd from my years of Magic, Yu-Gi-Oh! And DBZ. I always play with my deck horizontal. It give me a greater area to draw from and feels more natural as I place it into my hand. I was told by a judge yesterday that I am not allowed to do that. When I Sked why he told me because it didn't match how the deck was placed on official mats. If this is true then why are people allowed to place prize cards in multiple different types of piles? It just doesn't make sense to me.
 
You are not allowed to place your deck oriented "east-west" but the reason is not as silly as just because that's not how it is drawn on the playmat.
The reason is because Pokemon Organized Play has written in its Tournament Rules that decks must be oriented "north-south".
AND the reason for that is because it is A LOT easier to cheat when drawing cards when the deck is oriented the way you keep it.

NOTE that I am not saying that YOU cheat when you draw cards that way.
Just that it is something that makes cheating easier.

I'm not going to give a TED talk now explaining how to cheat this way, so please don't ask for one.
