Disable + Gyarados MT

Can Sableye CG's Disable attack disable Flail on a Gyarados? Or can it only Disable attacks DIRECTLY ON Gyarados?

Similiarly, can it Disable one of Honchkrow's attacks on a Murkrow?

No, it can only disable attacks printed directly on the Defending Pokemon.
Note that if an attack has the same name, that's disabled too.
So, if you Murkrow has Feint Attack and you disable it, they can't get around that by using Honchkrow's Feint Attack.
