I have been to the past 6 world championships and they have not yet sold boxes of the upcoming set. They do however have two prerelease tourneys where you can get the new cards.
 
They sell a buncha other things at Worlds, though. Playmats, DS sleeves, T-shirts, etc. I just wish that they'd make MORE of that stuff. It's currently exceedingly rare, and people line up overnight just to try for some of it. But you're not going to find any Pokemon TCG products that haven't yet been released to the public (which I think is missing a massive profit opportunity)
