I don't know about other games, but in Legend of the Five Rings, Warlord, and any other game AEG makes, anyone can submit a card but they have to do so in a private e-mail with a legal disclaimer and can't post the card in any public forum. And if AEG decides to go with the card (L5R has had a few and Warlord had a completely player made set), they own the IP and no where on the card will you be given credit.
 
You beat me to it, Terry. I was going to say that if they ever did allow people to submit cards, they would have to sign a legal agreement giving up any claim to the IP.
 
I wouldn't mind that, personally. In fact, unless I'm mistaken, I already have a relationship like that with Nintendo of Japan, thanks to a contact who prefers not to be named. Sorry, but I can't help boasting about it.
