Sandstorm Duskull's haunt says "place one damage counter on the defending pokemon" If the defending pokemon is weak to psychic, do I do 20 Damage?

No. Placing Damage counters ignores Weakness and Resistance. It's a double edge sword as you can Place Damage counters on those Pokémon that are Resistant to Psychic but you don't do double damage to those that are Weak to Psychic.

And you place Damage counters on pokemon that use Metal energy too. that's a good way to get around those metal types

Note that placing a damage counter is not the same as doing damage. If a Psy attack does 10 damage, and the opponent is weak to Psy, then it would double (20). But since the attack says place a damage counter, this attack doesnt actually do damage, there for weakness/resistance is not factored in.
