In a deck like this don't use any starters no matter what anyone says. What you want to do in empokario is T2 primplup or lukario. Also play 4-4-3 empoleon becuase primplup is more of a main attacker then empoleon. The lukario line is good and I like the absol tech. With energy play 2 multi, 4 scramble and the basic eneryg is good. If you play 4-4-3 empoleon you can take out your candys unless you want to leave one in as a tech. This deck relys on the speed so play 4 great ball and 4 quick ball, 2 rosannes 3 celio, 2 cess crystal 4 oaks. A list should look like this.
