OK here's a deck i made up that beats empoleon almost every time.......

Pokemon:

4 Steven's advice

Energies:

4 special metal
4 Scramble
3 Metal
3 Lightning


Strategy:

Get a bastidon out front to damage and make it so that dual splash only damages Bastidon, and then Anger revenge does 40 to the bench as well. Ampharos spreads and targets empoleon's weakness for massive damage. Zapdos spreads and claydol is the drawer.

Needs more Windstorm. If the Empoleon deck plays Glacia's Stadium and/or Cess Crystal, the whole strategy will fail. One Roseanne doesn't seem enough either.

As your list only has 53 cards (I think), it should be easy to fit them in

1-3 Bastiodon? that's pretty crazy, but if it works, heck, go for it.

My fixes would be

-2 Steven's Advice

+2 Roseanne's
+2 Windstorm

i think that would make the deck run a bit better
