Note: Post a strategy for this deck or the topic will get locked.

There are too many evolutionary lines in this deck. I would take out the Azumarill and Palkia lines:
    -8 cards

Add in 2 more each of mantyke and mantine:
    +4 cards

Also, take out 2 prinplup for 2 empoleon. I'll get back to why I did this later.

Your trainer cards are lacking, you have way too many different ones and almost no multiples. It is always good to have multiples of each card in your deck (besides techs) so they have a better chance of getting into your hand. I would do this to the trainers (remember that at this point I have 56 cards in your deck. Also, take out 2 water energies for more room):
    -1 rival
-1 potion (in unlimited format, there are much better healing cards; in modified, they are kind of obsolete)
    -1 rowan
    -1 pokenav
    -1 dusk ball
    -1 master ball
    -1 copycat
    7 total

12 to add: (you had 58 cards in your deck so there should be 14, not sure where I messed up the count but it'll even out in the end)
+2 holon mentor (great card in almost any deck)
+3 celio's network (to search for evolutions)
    +1 scott
    +1 castaway
    +2 buffer piece (for castaway)
+3 rare candy (this lets you skip from piplup to empoleon, which is why I took out two of the prinplups.)

Now you should have 17 water energies. I'd take out 2 for 2 scramble energies, which really work well with Empoleon.

If you follow my instructions, your deck should look something like this:

    Pokemon (22):
    4 Piplup
    2 Prinplup (yeah there's room for 2, don't know where I miscounted)
    4 Empoleon
    3 Goldeen
    3 Seaking
    3 Mantyke
    3 Mantine

    Trainers (21):
    1 TV Reporter (Pop 2)
    1 Steven?s Advice (HL)
    1 Bill?s Maintenance (Pop 5)
    2 Glacia?s Stadium (PK)
    2 PlusPower (DP1)
    3 Holon Mentor (DS)
    2 Scott (EM)
    3 Celio's Network (FRLG, CG)
    1 Castaway (CG)
    2 Buffer Piece (DR, DF)
3 Rare Candy (SS, FRLG, HP, etc.)

    Energy (17):
    15 Water
    2 Scramble

So there you have it. My fix isn't perfect but it should be an improvement. Hope I helped!
