X is the basic.
Y is the Stage 1.
Z is the Stage 2.
The numbers in each spot correspond to how many cards are in that stage.
So, for 2-2 Claydol, it looks like X-Y.
2 in the X spot means that there are 2 cards of the basic form, or 2 Baltoys. And 2 in the Y mean 2 cards of the stage 1, which is Claydol.
2-1-2 Kingdra means 2 Horseas, 1 Seadra, and 2 Kingdras.
