Energy Evolution Eevee and Devolution Spray

I feel like this has been covered in the past (given the multitude of Eevee with similar worded abilities,) but it's 3:00 AM and I might have missed something while searching for an answer.

Given Eevee from S&M:

Energy Evolution: When you attach a basic Energy card from your hand to this Pokémon during your turn, you may search your deck for a card that evolves from this Pokémon that is the same type as that Energy card and put it onto this Pokémon to evolve it. Then, shuffle your deck.

And given Devolution Spray:

Devolve 1 of your evolved Pokémon and put the highest Stage Evolution card on it into your hand. (That Pokémon can't evolve this turn.)

Can I devolve an Eevee evolution, then attach a basic energy to the same Pokemon and activate Energy Evolution?

Does Eevee's ability override the "That Pokemon can't evolve this turn" restriction of Devolution Spray? If no, then can the ability even be activated? Based on "do as much as you can," how far would it go?

Text is parentheses is just reminder text, reminding the player of the normal game rules.
It is not an extra restriction or effect caused by the card.
It does not prevent Eevee from using its Ability.
