Strategy: Inflict massive damage with Epic Splash. Victini provides an additional chance for the attack to succeed with its Victory Star Ability. Mew EX allows for legendary levels of Epic Splashing. Empoleon brings sophistication and class to the Epic Splash with its Dignified Fighter Ability, adding 20 extra damage to the attack for each Pokemon with the Ability in play.
Ideal set-up: Mew EX or Magikarp as Active Pokemon. 4x Empoleon, 1x Victini, 1x Ninetales on Bench, and any backup attackers, Mew EX or Magikarp. Even against Pokemon not weak to it, this Magikarp can do a staggering 130 damage, enough to 2HKO nearly all Pokemon in the format. In a pinch, you can use Empoleon's attack off of Mew EX for one Water and one Colorless Energy, but that comes with the severe disadvantage of not being able to use Epic Splash as many times as possible during the game.
One potential tech is the usage of Splash Energy. Unusuable with all Pokemon in this deck not named Magikarp or Empoleon, this does allow you to recycle Knocked Out Magikarp, so long as the Energy and koi are not separated before the Knock Out occurs. Empoleon does not want this Energy attached to it, as it would lead to the Empoleon going back to hand, instead of the discard pile, where it is meant to be used with Archie's Ace in the Hole. Another would be a 2-2-1/1 line of Vileplume. Vileplume offers increased Weaknesses or Item Lock, if need be, while Ninetales tries to hold Sky Field in play. With Muscle Band and Vileplume (BCR) in play, Magikarp can potentially inflict 520 damage to Water-weak hazards, such as Entei, at the mere cost of one Water Energy card. A third route focuses on an Ariados line, Virbank City Gym, Virizion EX and Rainbow, Blend, or Prism Energy (or Sparkling Robe, at the cost of the extra Muscle Band damage).
