Epik Cards and Games wanting to start a Pokemon League

We're in Irving, Tx off of Story and Irving Blvd, but we don't have any way to get a Pokemon ID so we can start a League.

Help?

I'm assuming LO means league organizer and no I am not :/

I have no access to a Pokemon ID either and idk any leagues close to me.
