The game has just started between Player A and Player B and it is decided that Player A goes first. I understand Player A cannot play any Trainers, Supporters, or Stadiums nor evolve any Pokemon in play. In that effect, Player A would just attract an energy and attack.

It is now Player B's turn. I understand that Player B can play Trainers, Supporters, and Stadiums. In that effect, Player B uses Celio's Network and takes a stage 1 Pokemon that could evolve on one of the Pokemon that he already has in play.

Now my question is the Player B allowed to evolve?

How about if Player B already had that stage 1 in his/her hand?

Remember, it is still the first turn of the game for player B. He cannot evolve normally on the first turn, but because he can play Trainers and Supporters he could use something like a Rare Candy to evolve.
