Well I expect October to be the month when printing begins for EX: Dragons (cards and packaging) so there is no reason to question if it is too early to see a final design. Mid-November is when the Prereleases start up again, if you need more reasoning behind the estimated time frame.
To prove the legitimacy of these designs... If you look around on the merchant's site and find the EX: Ruby and Sapphire section you will find a image sent to retailers interested in purchasing product at wholesale value (notice the badly erased and new price text that replaces the wholesale price).
Perhaps once the veil is lifted from Pokemon USA and we actually can communicate with Pokemon USA representatives in a public way, thus confirming these images. Boy I miss weekly chats, Chrisbo's articles

The last wizards campaign I saw lacked both, being unexciting in presentation and aimed definitely at the younger set, like 10- (kids on bike arriving at a store and playing...just very simplistic ad; the kid who dolled his dog up as Pikachu was hilarious though, but I don't think it would appeal to all ages).
Yes, speaking off topic, but this marketing attempts by Pokemon USA and Nintendo has filled almost all of my requests. The last commerical dealing with EX: Ruby and Sapphire (the subway/underground one) finally contained NO child actors. The latest commercials advertising Pokemon Video Games have either contained a mixed age group of actors and actresses OR none at all which is a vast improvement.
In addition, attention is being paid to the updating of Pokemon.com and Pokemon-TCG.com
weekly! Remember the old Wizards of the Coast page for Pokemon? We were lucky if we found a new article a month, thanks to evil Hasbro people going short on staff for the game.
Now all we await is some customer service...
