Extra Damage

An attack has to do "some" damage before an effect can add "more" damage to it. (Jan 31, 2008 PUI Rules Team)
I found that in the compendium this morning and I want to confirm that my friends and I have been playing some cards incorrectly.

Deoxys EX (53/116 Plasma Freeze) and Altaria (84/124 Dragons Exalted) both have an ability that increases the amount of damage that Team Plasma or Dragon pokemon's attacks inflict, respectively. Does an attack have to already inflict damage to get pumped up by Power Connect or Flight Song?

For example, I have Gible (87/124 Dragons Exalted) as my active Pokemon and an Altaria on the bench. If I attack with Sand Attack, will it inflict 20 damage due to Flight Song or no damage?

Similar situation, active Pokemon is Genesect EX (11/101 Plasma Blast) with G Scope (93/101 Plasma Blast) attached and Deoxys EX on the bench. If I attack using G Scope, will the active Pokemon take 10 damage due to Power Connect or no damage?

Thanks

Edit: what about the new Garchomp EX (XY09)? If you use Dual Chop and get tails for both coin flips, would Flight Song have no effect on Dual Chop?

Edit 2: Not related to extra damage but I didn't want to create a second thread; when an attack says, "This Pokémon cannot use [this attack] during your next turn", can you bench that pokemon for another copy of the same card and use the same attack that the previous copy could not use that turn? (Ex. Xerneas EX's X Blast attack)

All those examples would do no damage since you have to do some damage to add to it.

Yes, you can do that. In fact, if you manage to get the Pokemon to the bench and make it active again, then that same card can also use the attack again.
The effect resides on that Pokemon. It does not prevent all copies of that attack from being used, just that one on that Pokemon.
And going to the bench clears ALL attack effects.
