So far when they have been packaged like that, it is a DP promo.

Well, I guess this might also mean Kirlia will be the other alternate holo DP Promo since the Dialga Lv.X and Palkia Lv.X Japanese theme decks featured Ampharos and Gallade

I say they, the advertisers put the wrong flaaffy card, or this is the card just not a DP promo.
