I couldn't resist this deck is too fun not to ignore, strategy of the deck is simple. Spam Disconnect with Zebstrika to Item lock your Opponent while using Weavile's Claw Snag to discard a card from their hand, then use Super Scoop Up or Seeker to bounce Weavile back to Claw Snag again for more hand manipulation.

After you Item locked them have 2-3 Eelektrik on your bench for Dynamotor to use Lightning Crash for 80 bench snipe with Zebstrika more efficiently and to make bench snipes alot easier slap a Prism on Jirachi and use Time Hollow, with Skyarrow it has free retreat and you can also Dynamotor on it to de-evolve more of your Opponent's Pokemon in the process.

Mewtwo EX is in this deck to help the deck take down other EX's or big Pokemon with high amounts of energy to use with X Ball or just start a Mewtwo War to take advantage of for the win. If played right this deck can literally shutdown any Stage 2 deck it comes across although it can be countered by Terrakion easily.

I really like your take on the deck by using Jirachi :). However, I think you should try adding more draw supporters/hand refreshers to make the deck more consistent. It doesnt seem like weavile serves a huge purpose so I suggest you replace those 4 slots with Professor Oak's New Theory or Professor Junipers. Because Weavile is gone, you can cut down on the Seekers and Super Scoop Ups, making more room for the aforementioned draw supporters. I hope I helped :).
 
3 Skyarrow for Jirachi seems a bit overkill. You would probably need 1 at most if that's all it is used for.

Also with eelektrik you shouldnt worry about paying your 1 retreat on jirachi because it's just more lightning in the discard.

With your low damage output of 40 during trainer lock, you might consider adding PlusPowers, more catchers will also be important, to pick early targets.

the weavile line takes up a great chunk of your deck for not much benefit, especially as you will want your eels bench sitting, and have space for pokemon you are powering.

Weavile I feel is not needed for this deck, so take out 2-2 weavile, 3 seekers and 2 scoop ups giving you space for 9 more draw supporters or the aforementioned catchers and pluspowers.

Also with mewtwos present, it might be worth chucking in a DCE or two for the 1 turn power up for revenge KO on the turns that you just dont have any lightning energy in the discard because you don't have a lot of ways to discard lightning energy (you only have junk arms, and you want to use them later in the game not all at the start) without junpier and sage's training. This is especially the case if you make jirachi free retreat
