Devolve the Defending Pokémon and put the highest Stage Evolution card on it into your opponent's hand.

Greetings;
I have a question about the technicalities of using Devolution Punch. Suppose this attack is successfully used against an opponent, resulting in a Stage 2 Pokémon being removed and put back into the opponent's hand, plus 60 dmg remains on the devolved Defender. At this point, the (assumed surviving) Stage 1 is a 'newly played' Pokémon and cannot be (re-)evolved during the same turn. That much is clear.

However: Is a "turn" defined as a complete cycle of both players executing one play each, or is a "turn" just one player completing an opportunity to play? In other words, can the opponent re-evolve that Defending/Devolved Pokémon during their immediate next chance to play?
