    Energy:16
    5 Water
    4 Dark S

Strategy: Start with Pachi to set up. Weavile accelerates Energy. Gyarados gets the Energy, then becomes :dark: and attacks the opponent. Palkia is to get control on your opponent, while you can Dark Engage/Moonlight Stadium to choose your own Pokemon.

youve to many pokemon...cut down on them and focus on something then put in cards that compliment them

I think Palkia is kinda silly. I'd rather max out Sneasle/Weavile. Or, use Darkrai instead. So, like...

    3-3 Gyra
    4-4 Weavile
    1-1 Darkrai
    2-2 Claydoll
    4 Pachi

3 Switch and 2 Moonlight is kinda excessive IMO. I would say Windstorm... But Gyarados kinda beats down on those Cess decks anyway. Probably a few Warp Point would be enough. Good luck, I like the deck.

Palkia is awesome in the fact that I can get my opponent to switch to what I want, then Dark Engage/Moonlight Stadium to get out what I want.

Well, every one of them have their decent value in this deck. Weavile for Energy, Gyarados for attacking, Pachi for good starts, Jolteon * for Gyarados, Holon's Castform to make [D] into [W][W], Palkia for opponent control, Delcatty ex for Energy recycling.
