Can I use Magicarp's Flail attack, using Gyrados' Dragon DNA Poke-Body, to do 30 damage with no Damage Counters on it?
Example: My Gyrados is my Active Pokemon and has no Damage Counters on it. I only have one Energy attached to it. My opponent has a Gallade as his/her Active Pokemon. Can I use Flail to do 30 damage to Gallade?
