I finally did get a chance to make my hypothetical Gyrados/Weavile Deck, though the decklist doesn't quite match what I posted earlier:

1x Dual Ball
1x Felicity's Drawing
1x Night Maintenance
1x Mr. Stone's Project
1x Super Scoop Up
1x Bill's Maintenance
1x Leftovers
1x Steven's Advice
1x Copycat

Energy: 19
8x Water
4x Dark (Special)
2x Holon WP
2x Scrample
2x Cyclone
1x Double Rainbow

Basic Strategy: Use Weavile to grab darks,for Gyrados, then Dark Engage Gyrados to add extra damage. Sidney's Stadium prevents Gyrados from confusing itself when combined with Dark Engage. It's really a shame Rainbow Energy isn't legal anymore.

Basically, the energy and trainers need a fair bit of cleanup. I'm open to suggestions.

And the Trainer line really needs work.
 
Weavile to charge up Gyarados? He's water type. Why don't you try using that Raichu that grabs lightning and tech in a delta raichu to charge up your Gyrados flail? Do it.
