Heavy Ball vs. Pokemon BREAK

As you probably know, the Trainer Heavy Ball lets you search your deck for a Pokemon with a Retreat Cost of 3 or more. Pokemon BREAK retain the Retreat Cost of their previous evolution. However, some Pokemon with BREAK forms have different Retreat Costs. For example, say there are 2 Empoleons, 1 with a RC of 3, and 1 with a RC of 2. Am I allowed to get a Pokemon BREAK with Heavy Ball?

They retain the Retreat cost when in play.
In your hand or deck, they have no retreat cost.
Not zero, none. It's not on the card, they don't have it.
So no, you can't use Heavy Ball to get a Break card.
