Help! What are these?

I recently purchase some pokemon packs. The XY Primal Clash boosters and received some strange cards.

A Vulpix HP 3480

A Tynamo HP 3680

A Hippowdon HP 9660

and a Tangela HP 5160

If that wasn't strange enough, the Tangela also doesn't have the normal Pokeball as a deck picture, but a picture of a Pikachu with a yellow background.

Very confused by these, can anyone offer any insight?

How are they fake if they are out of sealed packs?
Not saying its not possible, just don't know why anyone would put them in.

People can create fake sealed packs that look legitimately like Pokemon packaging, or like fake Pokemon packaging. Those cards are definitely fake.
