Cards that deal damage due to Retreat Cost...

Today I was at a tournament, where my opponent sent out a Muk EX against my Suicune (Pure Body one)

Suicune had only 20 damage on it, and Muk had enough to do Slimey Water or whatever it's called, that deals out 40 damage PLUS 1 for every Energy in the defending pokemon's retreat cost.

Well you figure that when my opponent used Slimey Water, it would have knocked out my already-damaged Pokemon, for 50 Damage, right? WE-LL...

I just happened to have High Pressure Stadium in play, lowering my Suicune's retreat to nothing...

Why is this important you ask? well when the judge came over and ruled that Muddy Water only did 40, it was the one prize my opponent needed to win the game, had he KOed my 'Cune (it has 70 HP if you forgot) then we wouldnt have tied (we each had one prize left before time ran out)

So what is the ruling, that High Pressure Stadium effects Defending Pokemon who take damage from attack's like Muk's Slimey Water?
 
I'm sure that that is in either the rulebook or the compendium....

Hmm.
