This was my first deck that I built for myself.
 
My suggestions:

Pokemon:
You have a few too many, IMO, so:
-2 Jigglypuff
-1 Wigglytuff
-2 Scyther
-1 Sneasel
-1 Clefairy
-2 Clefable
+2 Tyrogue
+1 Cleffa
(6 slots freed)

Trainers:
You've got some Draw Power and discard rescue, but that's about it. You'll need a few more things. So:
-2 Bill
-2 Sabrina's Gaze
-1 Nightly Garbage Run
-2 Gust of Wind
-1 Professor Oak
+2 Oracle
+2 Switch
+2 Gold Berry
+2 Focus Band
+2 Energy Charge
+2 Item Finder
+2 Super Energy Removal
(6 slots filled)

Energy:
Looks okay, but the slots you used for Full Heal Energies could be put to better use, so:
-4 Full Heal Energy
+2 Rainbow Energy
+2 Warp Energy
(No change in number of cards)

I know it's a lot of changes, but most are just beefing up your Trainer engine. The Oracles make a Bill/Oracle combo, and the Super Energy Removals work with your Recycle Energies. Everything else should be pretty self-explanatory. I brought your evolution lines to 3-2 in order to avoid situations where you've got too many of one Pokemon, and to make room for Trainers. You might also consider replacing the remaining Sabrina's Gazes with Pokemon Fan Clubs, to power up Wigglytuff and Sneasel.
