World of Warcraft TCG does it this way: 7 cards to start, one optional mulligan for 7.

It seems like that would work well in Pokemon. It's just too bad we (by which I mean the world outside of Japan) don't get a say in the matter.

At the same time, I could see this going horribly in a tournament. A lot of decks now run less than 12 basics meaning its actually pretty likely you'll have a forced mulligan more than once. Add in an optional mulligan on top of that and a player could reshuffle his or her hand into his or her deck six or seven times before faced with a hand having the requisite basic Pokemon to start the game.

I would like something like this, but I think it could make pre-setup run longer creating unfortunate penalties for the player because he or she was unable to get a basic within the proscribed setup time.
 
Yeah, if you honestly think that mulligans in MTG are a good thing and are used to gain advantage and get broken hands, you are sorely mistaken. I don't doubt that it happens in other games, but MTG is not one of them. That's a pretty wild misconception.

Big ups to ExoByte for coming on here and sharing some info/thoughts with us.
 
This works great in Magic because its impossible to win turn 1. In pokemon, I don't see it working. Both games use different mechanics, it just doesn't really seem feasible.

I think this post is what clearly defines why it would be a bad idea.

I'd really like the Japanese community's impression on this issue. Anyone know if Japanese players think we need an optional mulligan?
 
What about playing the active pokemon first and then having the option to mulligan for 5 instead of the other 6 cards in your hand? (Still bad in this format though.)

Also, I see the problem of being able to mulligan after getting 2 cards from mulligans of your opponent, how would you solve that?
