For clarification, Keldeo is not legal for the VGC Regional events.

We realize there is some confusion since he is not expressly mentioned as banned, but in the rules we have limited the Pokemon up to #646, Keldeo is #647 and is therefore not legal.

Not all event Pokemon get banned at tournaments. A good number of Pokemon get benned even if the Pokemon has not been released, such as Genesect (which right now IS available but banned currently) which is a Pokemon that was not available.

Pokemon like the Dog Trio that were "event" are not banned, Zoroark is not, Darkria IS banned, --
Just make certain to check the current listings and you will be good to battle with the right allowed Pokemon.

Event exclusive have always been banned. Suicune/Raikou/Entei are available in HeartGold/SoulSilver so that is why they aren't banned.
