This is how I would play Kingdra if all my EXes hadn't been stolen.

Mentor for three Horsea, Meganium for three Seadras, Meganium for three Kingdras, and you're all set. This also works great with other spammable delta pokemon like Feraligatr.

-1 adventurer +1 bayleaf (MT)

I think Pinsir is a preferrable starter. So I'd go -2 Casty, +2 Pinsir, but thats up to preference.
-1 Seadra +1 Bayleef is also a good option due to the fact that when you can Candy your Meganiums, same goes for Kingdra.

I do slightly prefer pinsir as a starter but I also like to have mentorable energy. 4/0 Pinsir/Castform gives you fewer options but is a little more consistent. 3/1 is okay but I would worry about having that castform prized when I needed an energy. Both are helpful in setting up and both are useful late game (pinsir discarded with adventurer or castform used as energy)
