At least they're the same Blend type, otherwise stupid good. Even as it is, this is really a much better partner for Keldeo than Blastoise. Manually attach some Water or Blend and just move them around at will, using Step In to cycle attackers. You have access to things like instant Terrakion and instant Landorus, and both of those are just ridiculous to think about.

I think I'd word the attack differently since weakness and resistance is generally not considered for Benched Pokemon, but I'm sure the wording is fine as it is. Were I making the card I might say "During your opponent's next turn, when your opponent attacks one of your Pokemon, ignore Weakness on that Pokemon." or something.

I fixed the card, and made it more balanced.
 
I would probably change a couple minor things, but overall a cool card.

Maybe switch the F energy costs to L just because these dragon types energy costs seem to be more based on their colors than anything else. I'd nerf it's HP down to 130 or 140 since Kingdra historically hasn't had ridiculous HP stats in the game. And the Grass resistance also seems very odd. Kingdra is only resistant to metal, fire, and water in the games so I would change it to reflect one of those or eliminate it altogether
