Latios @ White Herb
Ability: Levitate
Nature: Timid
EVs: 4 HP/252 SpA/252 Spe
-Draco Meteor
-Shadow Ball
-Icy Wind
-Calm Mind

Draco Meteor for hard-hitting STAB, with White Herb to make up for stat loss; Shadow Ball to hit Ghosts and other Psychics; Icy Wind to hit both opponents in doubles and lower Speed; Calm Mind to boost stats and provide more power for the other attacks.

My intent was to create a special sweeper, focusing on a stat-boosting move and some attacks, but I also wanted Icy Wind (HG move tutor) on there for support in double battles. Should I get rid of Icy Wind in favor of another strong offense move?

On a Calm Minder, you really dont like type walled sets. Especially with a one time burn item like White Herb. You will need Hidden Power Fire and team support for Heatran ideally. I'd also suggest Surf over Shadow Ball, as Draco will deal with Psychics just fine, and Surf at least hits every steel bar Ferro and Empoleon for neutral.

I was going to suggest Surf, but I would be worried about hitting your partner in doubles, etc.

Well, this is a good move set, but the diversity of types it can cover is really low.

The types are shown below with basic match-up type wise.

Grass: Icy Wind hits for super effective.
Fire: 2 of your 3 attacks hit it for normal.
Water: 2 of your 3 attacks hit it for normal.
Lightning: All of your attacks hit for normal.
Psychic: Shadow Ball deals with this.
Fighting: All of your attacks hit for normal.
Normal: All of your attacks hit for normal.
Ice: 2 of your 3 attacks hit it for normal.
Poison: All of your attacks hit for normal.
Flying: Icy Wind deals with this.
Ground: Icy Wind deals with this.
Rock: 2 of your 3 attacks hit it for normal.
Bug: All of your attacks hit for normal.
Ghost: Shadow Ball deals with this.
Dragon: Draco Meteor and Icy Wind deal with this.
Dark: 2 of your 3 attacks hit it for normal.
Steel: None of your attacks with even do normal damage.

All of the attacks will either do normal or Not very effective. Considering you have Draco Meteor on it and Icy Wind covers Dragons already, I suggest dropping it and White Herb for Surf and Life Orb/ to hurt Fire, Rock, and Ground types harder as well as all of your other attacks actually getting a benefit from it. I hope this helped you.

^ clearly has never been hit with a Latios Draco Meteor before... definitely don't drop Draco Meteor.

I don't fully understand Icy Wind either - but I think that's something over my head for now.

the low damage of icy wind isn't something you want on latios. sure, it lowers their speed but it generally wastes a turn and would be better suited for a wall. boosting moves are viable in vgc, but only by a few pokemon that can take a hit and live and latios isn't one of those pokemon unless you run a stupidly bulky set that wouldn't work. shadow ball is uneeded. the main set for it is-
latios
item-dragon gem/life orb
-draco meteor
-phychic/physhock
-hidden power fire
-protect/thunder wave/surf/substitute

this hits many pokemon for weakness and there are some choices for the last move slot. your choice, but most people would use protect so they could avoid damage for a turn and let the teammate use surf or a spread move that would damage latios. the main about latios is that hes frail and doesn't have the bulky for setup/supporting moves. hope i helped

On my Timid Latios, I run

White Herb
-Draco Meteor
-Hidden Power Fire
-Recover
-Ice Beam

I like White Herb so I can get 2 uses out of Draco Meteor. I don't use him much though. I prefer my Latias more.

Well, its because of my play style. Latios has some bulk on it so I keep it as an option. And yes Surf would be a bit more useful.

Wow, I've never gotten this much response before from asking for VG-related help... You guys are awesome. :D

I probably should have mentioned at the start that I was raising Latios for Doubles, since I want to use him on a competitive team in premier tournaments. I apologize for any confusion that may have caused.

Personally I like the Surf idea. I can always compensate, like putting him on a Drizzle team alongside something like a Ludicolo, or a Vaporeon with Water Absorb.

If I find that I can create a situation with my other pokemon where he would have time to use Recover, though, I would try to find a place for it. My Latios can take a few hits, but he wouldn't last long against something with high Attack and the right moves.
