How well would a all Lv.X deck be in Rumble if you can use Lv.X?????

true like the rules i use we cant use Gardi LvX and only 1 Chomp C Lvx

I know there is no deck in rumble i men the normal 16 cards you play with (i think its 16 cards)

Again, depends what rules you play.
Like we play under the rules that if somethings says "Choose one of your opponent's pokemon" you choose it in rumble.
We also play that you can use powers on pokemon if you choose that pokemon for your attack that turn
e.g Spray splash.
