Magnetic Field and Rainbow Energy

Can Magnetons magnetic field get rainbow energy out of discard pile?
Basically what i want to know is if a card is considered "in play" when it is in the discard pile.

"in play" would mean on the table, in this case, attached to a Pokemon.

Also, "Magnetic Field" says you can only retrieve Basic Energy cards from the discard pile, not Special Energy cards like Rainbow.
