I would like to know if I am right or wrong in this situation. I believe I am right, bur just in case:

Player A Uses his/her Meganium d's Delta Reduction. After doing damage to the Defending Pokemon, Player B Retreats it and brings up a new Pokemon. Player B Attacks and says the effect goes away when his/her Pokemon retreats to the Bench. Player A states that it's an effect on Meganium d, not the Defending Pokemon.

This occured in a game I am in just now and my opponent thinks otherwise.

Player A is correct.
The attack specifically mentions "Defending Pokemon", so that is where the effect resides.

Upon review of the instant reply Pop's answer is being overruled. Player B is correct, the effect resides on his Pokemon, and it would be cleared if it goes to the Bench. Here's a trick to figure out where the effect resides when the attack states if the reduction occurs before or after weakness and resistance. Effects that happen before W/R are on the attacking Pokemon. Things that happen after W/R are on the Pokemon being attacked. In this case, the effect is happening on the Opponent's next turn, and it is happening before W/R, which means it resides on Player B's attacking Pokremon (which of course was the Defending Pokemon during Player A's turn when the effect was placed). However, in this example, before attacking, Player B moved his active to the Bench and brought up a new Pokemon which cleared the effect.

Actually Pop did say that the effect was on the Defending Pokemon, so I'm not sure why he then went on to state Player A was correct and the effect was on Meganium d. I think the player A, player B got things confused, which of course is also removed if you can get to the Bench.

I'm sorry, I got confused with the Player A, player B thing.
It's better to present it with Pokemon.

Player B is correct.

Meganium attacks, let's say, Zapdos.
Zapdos retreats. The effect goes away. It was on Zapdos.
Kingler is now Active. Kingler attacks Meganium with no reduction in damage.
