Mirage Stepped Kirlia (CRE 60) vs TM Devolution (PAR 177)

My opponent uses Mirage Step in order to put Kirlia on the bench. If I use TM Devolution, do I devolve these Kirlia by putting them back into the opponents hand?

Nope. There is a difference between an Evolution Pokemon card and an Evolved Pokemon.
This Kirlia is not an evolved Pokemon since it has no Basic underneath it.
TM Devolution would do nothing to it.
