You mean on the same turn?
No, you get one attack per turn. Just because your attack doesn't do damage and brings up or creates a new Pokemon does not mean that you get to do an extra attack that turn.

Q: Can you use Milotic's Healing Shower effect every turn even though it is not the turn you have summoned it?

You get to use it when you play it from your hand. If you have a new Milotic that you can play from your hand onto another Feebas, you can certainly play it and get the effect again, but you don't get to use the same Milotic's Healing Shower again and again and again. You only get to use it the moment that you play it from your hand.
