Also on burn up I think you should have it so you have to put a damage counter on the Pokemon with the energy attached
 
The Abilities are great, the attacks are good. I feel as though the Eeveelutions need a way to devolve and evolve Eevee in the same turn to be used together in the same deck, like Surprise! Time Machine, else it's usually better to just run 4 Eevee + 4 of one Eeveelution of your choice.

With almost no way to devolve, Burn Up & Rainfall seems very underpowered. Due to the limited usage
