Garchomp is only good if you've been playing it for a while, otherwise it's hard to use. I played mith my friends empoleon, and it's easy to get used to. Yes, empoleon is going to be overused, but that's because it's good. And I don't want to get into the rockband/beedrill discousion.

Empoleon, if its a good build, is anything BUT easy to use.
 
^Lol...no one knows how to play RockBand. It really doesn't matter how fast you set up as long as you get an un-interrupted Claydol by turn 2 or 3. And Dusknoir wins games.

I'm obviously pretty biased since RockBand is pretty high on my list for favorite decks this format, but I would rank your deck choices like this:

1) RockBand
2) Garchomp
3) Empoleon
4) Magmortar

Empoleon is BDIF #2 at the moment. Playing Mag knowing that is a bad idea unless you have amazing tech against the Emp matchup. I'm not impressed by Exploud that much TBH, and again, that list doesn't sound like it's geared toward the mirror match or against counter decks. RockBand and Garchomp are far enough out of the metagame that you'll see little to no hate against it. You need to have a really solid Garchomp list though; most of the ones I've seen aren't that great.

Empoleon reminds me too much of Wigglytuff for me to ignore it, but GG will certainly have a good showing..., Mag is dead, but might still eat up a few beedrill decks before going out...And I don't feel like Garchomp is consistent enough. I'm betting on some rogue elec deck or Empoleon myself. That's just cuz I like the fluffy penguin.
