"New" Tins?

While bored and meandering through a Walgreens I passed by the card section and noticed some familiar tins with some unfamiliar faces under the lid.

First a Rayquaza C with no X too be seen in the name.

Then a Garchomp in the tin beneath it. I found these puzzling an assumed them to be fakes, I mean they are inthe same tins that held the SV Lv X cards after all. IF you look closely, though, they have the rotom foil treatment that every card and its sister's cousin's dog has been getting treated with lately so I thought it pretty safe to assume they had some legitimacy.

Everything in there was where it belonged and all real (albeit some of the worst pulls ever in a lifetime).*

So when did these slip out? Was there a surplus of tins along with all that 'tom foil? I find these very, very peculiar.

Theese are repacks, the real promos were replaced with the other cards and the tins were re-shrinkwrapped.
