First, I'll post the deck name and the original deck. Then, I'll go through the fixing part of it. Here we go!!!

Hiss, Spit, and Sceptile

Pokemon (24):
4 Skitty
1 Delcatty (holo)
4 Treeko
2 Grovyle
2 Sceptile (NRG Trans)
3 Taillow
1 Swellow
3 Koffing
1 Weezing
1 Nosepass
1 Scyther ex
1 Chansey ex

Trainers (12):
2 Potion
2 Energy Search
2 Professor Birch
2 Poke Ball
4 Switch

Energy (24):
24 Grass

First, for the Pokemon. I see too many incomplete lines in here. I'm going to take out the Swellow line, as well as Nosepass and Chansey ex. Swellow and Chansey are not needed, and the searching ability of Nosepass will be surpassed by raw drawing power. Now, we'll complete the Delcatty and Sceptile lines with 3 Holo Delcatty, 2 Grovyle, and 2 Holographic Sceptile. I chose this sceptile mostly because of its much greater attacking ability. With that choice, I now also see that the Weezing line is not needed, which is good, because it leaves space for the trainers, and there will be a good number of them. For some extra Basic support, I'll add in another Scyther ex.

Pokemon (22):
4 Skitty
4 Delcatty
4 Treecko
4 Grovyle
4 Sceptile (2 of each)
2 Scyther ex

Trainers:
Birch is not going to be needed, as the Delcatty will be more than enough to fill out your hand. Pokeball, also, is not needed, as you won't need to be searching for much. Energy Search, like Pokeball, is an unneeded searching card. 12 cards per turn at the cost of 4 basic energy is good enough of a draw engine for this deck. What it really needs is healing trainers and energy recovery trainers, along with the mobility. I will max out the Potion count, and add in 4 Oran Berry. 4 Energy Restore will also help out much since there will be that much energy being discarded each turn. I am seriously tempted to put in Pokenav, ER2, or Pokemon Reversal, but that will just take up deck space. Here is what the trainers will look like.

Trainers (16):
4 Switch
4 Potion
4 Oran Berry
4 Energy Restore

Energy:
Just a small adjustment due to the removal of Pokemon and addition of Trainers.

Energy (22):
22 Grass

This new version of the deck is more streamlined, and will just tear through your deck. Be careful at how leniently you use Delcatty, because you can deck in about 3-4 turns of maximum usage. The 4-4 of that is just so that you can get 2 out and running by the 2nd-5th turn. Please make any suggestions about what I might have missed. Thank you.
 
I would add in 4 prof Birch and remove 4 grass energy for draw power...because you need some draw power at the beginning of the game to get delcatty going........
 
I would take out an 1 Energy Restore, 1 Delcatty, and 1 Skitty to add in 3 Energy Searches or 3 PokeNav. A 4-4 Delcatty line seems to be too much.

I understand that. Actually, some decent searching wouldn't be bad for this deck. OK, the PokeNavs go in and a Delcatty, Skitty, and Oran Berry come out, just because that's the most useless card in this deck.
