Packs to get

I want to know what packs I should get on the site to get the best cards when I redeem the codes I have.

IMO the best way to get the cards you need is to just trade unopened packs for cards. Can get a collector for a pack, 2 ponts for a pack, etc...
Candys are more expensive, around 3 packs per, but you get the gist...

Kyurem is used online, along with every other card... build whatever darn deck you want.

If you have no collection at all, I highly recommend getting HGSS packs first. Collector, Communication, Switch, Copycat, Fisherman, etc. Also, the primes from HGSS are all useful. Donphan prime goes without saying, Ampharos Prime fits in with basic yellow to make it slightly more powerful, Blissy Prime also fits in basic yellow. Gatr Prime is useful with Kyurem. Typhlosion Prime goes in tyram. Meganium prime is.... well, not that great but oh well.

Once you have a decent amount of HS packs, i'd choose what deck you want to build and go from there.

If you want a magnezone, machamp, mew, gengar, or yanmega variant, go for TM.

If you want to build stage two decks, go for UL (Rare Candy)

If you want to build a deck around the dragons, go for primarily BLW.

Which deck do you intend to build?

I was thinking of something along the lines of what I'm using now. Like Reshiboar, but that might get taken down to easily, so I'm thinking Grass (Serperior) or Dark (Hydreigon-variant).

Serperior go HS-->UL--->BLW (but get serperior from the promo ability tins, easier)
Hydreigon go HS-->UL--->NVI (and don't forget hgss also has DCE)
