"Phantom Gate" ruling question

Sorry - i know this is probably exhausted...

But does MGengar EX's attack, "Phantom Gate," require all perimeters of the attack to be met in order to work?
For example: if you choose to use Phantom Gate to copy Dialga EX's "Full Metal Impact" -- does the attack fail because you do not have the 2 metal energy to discard?
Or do you get to use the attack without the drawback?

All rulings that apply to Zoroark's Foul Play would also apply to Phantom Gate. Except that M Gengar EX also get's to choose from Benched Pokemon's attacks as well.
For things like Full Metal Impact, you would do as much as you can. If you have a Metal or Rainbow-like Energy attached to Gengar, it would be discarded.
If you have none attached, you get away with not discarding any.
