I playground on turn 2. My opponent and ! both fill our benches. Sleep Check. Now it's my opponents turn, can he/she evolve the pokemon that came out with playground since it's not the first turn.

Sure they can.
The rule for evolving has never been that a Pokemon has to have been in play for a full turn.
The rule is that it must have been in play since the beginning of the turn that you want to evolve it in.
And, of course, the First Turn rule is a separate rule from this, otherwise the player going second could evolve on their first turn. Which they can't.
