[Trainer - Item] {Team Plasma card}
Choose 1 of your Basic Pokémon in play. If you have a Stage 2 Team Plasma card in your hand that evolves from that Pokémon, put that card on the Basic Pokémon. (This counts as evolving that Pokémon.) You can't use this card during your first turn, but you can use this card on a Basic Pokémon that was put into play this turn.

Remove first turn rule and allow stage 1 and I am on board..

Choose 1 of your Pokémon in play. If you have a Team Plasma Pokémon card in your hand that evolves from that Pokémon, put the Team Plasma Pokémon onto that Pokémon as if evolveing it. (This does not count as evolving that Pokémon).

That should be rather balanced..
