Underground would be risky to play. Cuz all Stadiums are helpful for both sides. 10 Extra Damage can make a major difference. I should know, cuz I used to play Gengar/Spiritomb. I'd attack with Gengar, then hide it behind Spiritomb and shut off all Trainers for my Opponent. I'd attach Unown Q for free Retreat and then just attack, put 10 on my Opponent's Benched Pokémon and switch with Spiritomb. Then, next turn, I'd move the Damage Counter to the Active, Free Retreat Spiritomb using Unown Q and then attack again for the KO.

It really came in handy against this guy who used an SP Deck, using Gyarados. So he couldn't use Pokéturn and clear off the Damage and couldn't use Power Spray when I used Gengar's Ability. And the other thing I liked, was Storm Front Gengar. If my Opponent KO'd it, I got to Flip a Coin and if heads, the Defending Pokémon would be knocked out too. That's the same Gengar I'd play the Level X on.
 
Of course it's risky; it's the underworld. You wouldn't go there and expect everything to be smooth sailing, would you? :p

But yes, that's the point. You can't just plop it down and expect it to work for you. You need to consider whether you're in a position to take advantage of it, and whether your opponent is too, before you play it. Misplay it, and it'll bite you in the... underworld.
