I don't really know which one's better. I bought sapphire yesterday, because I needed mudkips and marshtomps for my swampert (and that extra swampert comes in handy too). And the best reason to buy that deck is of course Pelipper. (btw, I got a holo wailord as my random holo, which is quite useful in this theme deck).
If I didn't need the cards in sapphire for making a deck I think I would go for ruby. 2 blazikens sounds like a great deal to me. Maybe I'll get that one too if I can find one.
So, yeah, this is one of the few sets of which I would actually buy both decks (this one and sandstorm)
