On Pokemon Soul Silver, I hear you can catch Larvitar in the Safari Zone.

How do you find one there?

You can find it in the mountain area in the Safari Zone. It will only show up in the morning and afternoon but it is rare to find. You can also find it in the poke walker in the Rugged Road.

Isn't it also in Mt. Silver? Or did they change Pokemon locations in the new generation? I know it was in Mt. Silver in the original version of the game...
