It's a nice card, but it's not a game-breaker, and there are readily-available cards (e. g. Royal Heal Serperior) that replicate the effect.
This, IMHO, is how a Worlds promo should be like.

I have to disagree, but hopefully in a manner that might change your mind.
Pokémon, like most TCGs, can be unpredictable. Whenever you release a card, that is a chance that something later can make it better or worse. Even when the odds are extremely low for an individual card, there are of course hundreds of cards released each year. Even narrowing it down to potentially useless promos, there are at least a dozen...
...so in the end, creating "safe" promos is all about re-releasing (or "previewing") a card. I think that is the best strategy. In this case, make it a holo or give it a foil stamp (and in either cases, exclusive artwork) and whether it is a new version of an older card or the first release of something we'll get in a set or two (or as a regular promo later), and we're golden.
