Promos allowed in league and tournaments

I have just started playing Pokemon again and have a question about promos. Most specifically the tin promos, Xerneas EX, Darkrai EX and Yveltal EX.

The modified legal card list states that no black star promos can be played in a modified deck. But the Compendium says that all promos are legal if they have been distributed in the local area. So are the above mentioned promo cards legal for Pokemon League and even larger scale tournaments or not?

I am fairly sure they are not, but I still would like clarification from a more official and experienced source.
 
I think you're misreading the Modified Legal card list.
It says


:setsNDP:WotC Blackstar Promos
No cards from this set are allowed in Modified.

:setsWB:Best Promos
No cards from this set are allowed in Modified.

WotC and Best promos are from when Wizards of the Coast printed Pokemon outside of Japan. That was years ago!
But if you read down just a bit more:

:setsNDP:PUI Blackstar Promos
Reshiram BW04
Zekrom BW05
Zoroark BW09
Serperior BW20
Emboar BW21
Samurott BW22
Reshiram BW23
Zekrom BW24
Tropical Beach BW28
Victini BW32
BW33 and up
XY01 and up

So, all XY promos are legal for Standard.

Some of the confusion regarding the new tin promos was the fact that some vendors broke the release date, releasing early before the State tournaments started. Some people thought that since the tins had not been officially released that the promos would not be legal for States. However, the reason that those promos were allowed is the fact that they are promo versions of cards released in the XY set, which made the cards widely available. Had they been unique cards, only available in tins we they would not have been legal until the release date, even if they might have been on the shelf in a store or two.
