qualification for Worlds

I've been out of the game for awhile, and the last I knew, Worlds invites were given to the top 40 TCG players in North America. Now, I see that my friends are clinching invites already, often stating "x/300" numbers. Does this mean that invites are given to ALL players who reach 300 CP in a season, or what?

Also, what about VGC?
